Fluxus Bureau of Instigation (FBI)
A playful, semi-secret international decentralized order of artists, poets, and mischief-engineers whose job is to:
Instigate poetic interference in everyday life
Disrupt habits of perception
Smuggle art into non-art situations
Treat the whole planet as a potential Fluxus score
Tagline:
“Routine is the crime. Instigation is the remedy.”
2. Mission Statement
To cultivate everyday Fluxus, where any moment can become a work.
To redistribute aesthetic attention toward the overlooked and the ordinary.
To replace passive consumption with active participation.
To gently sabotage the Massurreality with surprise, play, and empathy.
Internal motto:
“Observe. Subvert. Convert.”
Observe reality, subvert expectations, convert the moment into a small work.
3. Organizational Structure
Director of Instigation
Ceremonial figurehead. Issues “Instigation Bulletins,” sets seasonal themes, signs off on major global operations.
Field Instigators
Any member in the wild. They carry out micro-operations and file “Incident Reports” documenting what happened.
Archivists of Mischief
They collect documentation: photos, ticket stubs, altered forms, overheard dialogue, maps, receipts, etc. All goes into the Fluxus Archive of Operations.
Signals and Codes Division
Designs stamps, seals, rubber stamps, letterheads, ID cards, “official” forms, and covert symbols for street use.

5. Sample Instigation Operations
You can treat each of these like a Fluxus score:
Operation Slight Adjustment
Go to a public place. Rearrange three small things that no one cares about but everyone sees. Document before and after. Stamp the documentation “Fluxus Bureau of Instigation: Case Closed.”Operation Invisible Performance
Choose a simple repetitive action, such as tying and untying a knot or folding and unfolding a paper, and perform it quietly in a public setting for exactly seven minutes. Afterwards, write a brief FBI “field report” about how the space felt.Operation Misdelivered Letter
Create a collage letter to “The Future Resident” of some address. Do not explain. Drop it in a random free-library box, café, or bulletin board. Mark the back with the FBI seal.Operation Found Form
Take any bureaucratic form (parking ticket, receipt, government form) and transform it into a mini score by rewriting the fields as poetic instructions. File it in the Archive of Operations.Operation Quiet Applause
Stand at the edge of any ordinary scene, such as a bus stop or grocery store line, and give a brief, soft round of applause for no stated reason. Later, write down what you imagined you were applauding.
6. Documentation & Archive
Every action creates paperwork, which is the art:
Field Report
Date, time, place, operation name, short narrative, any quotes or reactions.Attach photos or fragments.
Stamp with the FBI seal and file in a box or folder labeled
FLUXUS BUREAU OF INSTIGATION / CASE FILES
Over time, this becomes a living sub-archive inside the Ontological Museum or EFRA.
7. Membership
Entrance requirement is simple:
Perform one instigation.
Document it.
Stamp it with the FBI seal.
Once done, the person is a Probationary Instigator. After three documented operations, they can design new scores for others and sign them:
“Authorized by the Fluxus Bureau of Instigation.”
