Executive Order No. 007
On the Right to Rest and the Sacredness of Leisure
By the authority vested in me as Queen of the Realm of Elsewhere, by the Royal Charter and the Laws of Said Realm, it is hereby ordered:
That Rest is hereby recognized as a sovereign right of all citizens and companions of the Realm, without distinction of occupation, ambition, or temperament. It shall not be mistaken for laziness, neglect, or indifference, but honored as a sacred function of life’s rhythm.
That Leisure, properly cultivated, is the soil from which imagination flowers. It is not an escape from duty but a form of communion with being itself.
That citizens shall be encouraged to engage in Restorative Idleness, a practice of deliberate stillness allowing the mind to wander, the heart to loosen, and the spirit to listen for what the noise of industry conceals.
That the Ministry of Temporal Balance shall oversee the equitable distribution of rest, ensuring that no one be enslaved to the ceaseless machinery of production, whether material or mental.
That any employer, institution, or ideology found guilty of equating worth with productivity shall be required to spend one lunar cycle in contemplative retreat, armed with nothing but a book of poems and a comfortable chair.
That the Sabbath principle - one day in seven set apart for silence, reflection, and the savoring of existence - shall be encouraged not by law, but by example and delight.
That all citizens are reminded: rest is not the opposite of work, but its completion. The rhythm of creation demands both pulse and pause, both breath and the moment between breaths.
And that every act of leisure, rightly understood, is a quiet act of devotion—a way of honoring the Great Artist whose masterpiece we inhabit.
General Provisions
(a) Nothing in this order shall be construed to impair or otherwise affect:
(i) the authority granted by law to an executive department or agency, or the head thereof; or
(ii) the functions of the Office of Self-Governance (OSG) relating to budgetary, administrative, or legislative proposals.
(b) This order shall be implemented consistent with applicable law and subject to the availability of appropriations.
(c) Contracting outside the Royal Government to circumvent the intent of this order is prohibited.
(d) This order does not prohibit making reallocations or reassignments to meet the highest priority needs, maintain essential services, and protect public peace and safety.
(e) This order shall not adversely impact anything.
(f) This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the Realm of Elsewhere, its departments, agencies, or entities, its officers, employees, or agents, or any other person.
(g) If any provision of this order, or the application of any provision to any person or circumstance, is held to be invalid, the remainder of this order and the application of its provisions to any other persons or circumstances shall not be affected thereby.
(h) The costs for publication of this order shall be borne by the Office of Self-Governance (OSG).
