On the Preservation of the Imagination from Exploitation
By the authority vested in me as Queen of the Realm of Elsewhere, by the Royal Charter and the Laws of Said Realm, it is hereby ordered:
That the Imagination, being the common air of the Realm, shall not be privately owned, mined, or monetized beyond reason. It is the inheritance of every citizen and the birthright of all beings endowed with wonder.
That no corporation, ministry, or influencer shall claim exclusive authorship over ideas which have clearly wandered through the public meadow of inspiration for centuries.
That artists, writers, inventors, and dreamers shall be free to draw upon the universal reservoir of symbols without fear of bureaucratic interference, provided they give credit to the Muses in general and to the Mystery in particular.
That creative imagination is the coin of the realm. The overproduction of imitation (known within the Realm as Content) shall be restricted to quantities that do not endanger the ecosystem of authentic thought.
That all citizens are hereby encouraged to practice Creative Conservation: using imagination responsibly, allowing periods of rest between projects, and refraining from extraction when the wells of vision run dry.
That the Ministry of Reverie shall oversee the replanting of neglected ideas and the restoration of lost myths, ensuring that the soil of collective imagination remains fertile for future generations.
That any entity found guilty of exploiting imagination for manipulation, propaganda, or vanity shall be sentenced to a term of contemplative service in the Gardens of Silence, where nothing may be posted, streamed, or self-promoted for the duration of one lunar cycle.
That all acts of true creativity are to be regarded as sacred offerings, not commodities; their value lies not in replication but revelation.
General Provisions
(a) Nothing in this order shall be construed to impair or otherwise affect:
(i) the authority granted by law to an executive department or agency, or the head thereof; or
(ii) the functions of the Office of Self-Governance (OSG) relating to budgetary, administrative, or legislative proposals.
(b) This order shall be implemented consistent with applicable law and subject to the availability of appropriations.
(c) Contracting outside the Royal Government to circumvent the intent of this order is prohibited.
(d) This order does not prohibit making reallocations or reassignments to meet the highest priority needs, maintain essential services, and protect public peace and safety.
(e) This order shall not adversely impact anything.
(f) This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the Realm of Elsewhere, its departments, agencies, or entities, its officers, employees, or agents, or any other person.
(g) If any provision of this order, or the application of any provision to any person or circumstance, is held to be invalid, the remainder of this order and the application of its provisions to any other persons or circumstances shall not be affected thereby.
(h) The costs for publication of this order shall be borne by the Office of Self-Governance (OSG).
